Temporary Crisis and Transition Framework : New Framework to further support transition towards net-zero economy

On 9 March 2023, the Commission adopted a Temporary Crisis and Transition Framework (“TCTF”) to further support transition towards a net-zero economy and speed up investment and financing for clean tech production in the Union.

The new TCTF amends and prolongs in part the Temporary Crisis Framework adopted in the context of Russia’s war against Ukraine to support the economy during this crisis.

In particular, the TCTF : (i) prolongs the possibility to further support measures needed for the transition towards a net-zero industry, (ii) amends the scope of several measures to make schemes to support renewable energy, energy storage and decarbonisation of industrial production processes even easier to design and more effective, and (iii) introduces new measures, applicable until 31 December 2025, to further accelerate investments in key sectors for the transition towards a net-zero economy such as solar panels or batteries.

The remaining provisions of the Temporary Crisis Framework (aid to compensate for high energy prices, etc.) remain applicable until 31 December 2023.
