Commission amends the Temporary Crisis and Transition Framework for State Aid measures

The Commission adopted on 21 November 2023 a Communication outlining amendments to the Temporary Crisis and Transition Framework for State Aid measures (TCTF). Initially introduced on 9 March 2023, the TCTF aimed to address economic uncertainties, disrupted trade, and price surges in gas and electricity post the aggression against Ukraine by Russia.

The exceptional measures based on Article 107(3)(b) TFEU, a specific provision designed to remedy serious disturbances in the economy, will be phased out and expire on 31 December 2023. However, sections 2.1 Limited amounts of aid and 2.4 Aid for additional costs due to exceptionally severe increases in natural gas and electricity prices of the TCTF have been extended until 30 June 2024, with increased aid amounts to cover the winter heating period. In that regard, the Commission encourages Member States to prolong existing aid schemes rather than introduce new measures until 30 June 2024.

Important to note is that the provisions in the TCTF supporting the transition to a net-zero economy until 31 December 2025 remain unchanged.
